STRATEGIC MARKET · JAPAN

Industrial biomass supply for buyers who need both fuel quality and documentary proof.

For Japanese power procurement, pellet quality is only one layer. The qualification route may also need origin, traceability, sustainability, lifecycle GHG data and an accepted third-party verification path.

IMPORTANT DISTINCTION

JAS 0030-1:2026 is not an industrial power-pellet shortcut.

The Japanese Standards Association summary for JAS 0030-1:2026 says the standard is based on ISO 17225-2:2021 but its scope is limited to non-industrial wood pellet fuel. For utility-scale procurement, SIB PELLET therefore works from the plant / buyer specification and project documentation requirements instead of presenting JAS as an industrial certification.
FIT / FIP READINESS

Build the evidence chain before the shipment.

01

Technical specification

Fuel chemistry, dimensions, NCV, durability, fines and any plant-specific ash behaviour requirements.

02

Origin & traceability

Define the supply-chain documents and origin evidence the buyer needs to maintain its project compliance file.

03

Lifecycle GHG

For applicable FIT/FIP projects, identify the accepted calculation route, default values where available and the required third-party certification / verification scheme.

METI material: through FY202950% reductionversus reference power source for applicable projects
METI material: FY203070% reductionversus reference power source for applicable projects

PROCUREMENT POSITIONING

Do not promise eligibility before checking the project.

SIB PELLET does not claim automatic FIT/FIP eligibility. Recognition year, plant size, fuel category, route, certification scheme and lifecycle GHG evidence can change the required compliance path.

Our role is to build the supplier-side data package early enough for the Japanese buyer to evaluate the route before a binding shipment programme is agreed.

FAQ

Questions from Japanese procurement teams.

Does Japan’s JAS 0030-1:2026 certify industrial power pellets?

No. The published JAS 0030-1:2026 summary states that its scope is limited to non-industrial wood pellet fuel. Industrial power procurement should therefore be qualified against the project or buyer specification and the applicable FIT/FIP documentation requirements.

What is the lifecycle GHG issue for FIT/FIP biomass projects?

METI materials state that, for applicable projects, fuel used through FY2029 is expected to achieve a 50% reduction versus the reference power source and fuel used in FY2030 a 70% reduction; the framework for FY2031 onward is under review in 2026.

Can SIB PELLET promise FIT/FIP eligibility?

No blanket eligibility claim is made. The project, recognition year, fuel route, sustainability evidence, chain of custody, lifecycle GHG calculation and accepted third-party certification method must be checked for the specific buyer.

Why does origin and traceability matter?

Japanese utility procurement is documentation-heavy. The buyer may need to demonstrate fuel origin, supply-chain controls, sustainability and lifecycle GHG evidence in addition to technical quality.
